What You’ll Be Doing

 

Cadmus’ International Affairs Group (IAG) is actively seeking a Digital & ICT Specialist for its Economic Engagement and Private Sector Development team. They will provide technical leadership and engagement across Cadmus’ expanding digital transformation portfolio. This will include providing technical insights and high-quality technical leadership on technology policy, procurement, and private sector partnership. Activities may include policy and stakeholder analysis; policy, strategy, and roadmap development; practical tool design; technical and feasibility studies; targeted market research; and, among other things, providing technology policy and implementation advice to clients. As relevant, this role will also support Cadmus’ International Affairs Group through business development and technical expertise across a range of topics.

Responsibilities

  • Provide high quality technical expertise on technology policy, procurement, and private sector partnerships by undertaking policy and stakeholder analysis; policy, strategy, and roadmap development; practical tool design; technical and feasibility studies; targeted market research; and, among other things, providing policy and implementation advice to clients.
  • Lead technical assignments across a range of technology issues on Cadmus’ current programs (this will include developing strategies for implementation of technical assignments and providing technical expertise in the delivery of these assignments across Cadmus' projects). Particular areas of emphasis will include AI as well as digital infrastructure and connectivity.
  • Forge partnerships with key private sector technology stakeholders in the U.S. and globally.
  • Work with technical partners across technology thematic areas (e.g., cybersecurity, AI enablement, fundamental hardware solutions, foundational virtual infrastructure and software like cloud computing, digital trade, e-government, digital telecommunications infrastructure).
  • Contribute to providing thought leadership to Cadmus' teams on up to date innovations and trends in digital transformation and emerging technology sectors (including thought leadership, hosting events, and publishing reports and blogs).
  • Engage with high priority stakeholders in government and private and development sectors to keep up to date with the emerging challenges and requirements across the globe; explore potential for partnerships; and advocate and influence international digital economy frameworks.
  • Supervise and mentor project managers, technical staff, consultant, subcontractors, and field staff where needed.
  • As relevant and needed, drive business development efforts on digital transformation efforts, including leading technical proposals.

Qualifications

  • Master’s degree in economics, international affairs, business or other relevant technical areas.
  • At least 8 years of technical and project management work experience in one or more digital transformation technical areas such as: digital economy, digital trade, cybersecurity, digital inclusion, emerging technologies (5G, artificial intelligence/machine learning, cloud computing), digital telecommunications infrastructure, and/or other relevant technical digital skills.
  • Strong analytical and communication capabilities.
  • Excellent writing skills with ability to transform complex ideas into concise, clear, client and external stakeholder communication materials.
  • Experience working with U.S. federal government or donor-funded programs and projects.
  • Experience working in fast-paced environments with demonstrated ability to take initiative and prioritize varied competing tasks.
  • Excellent program management skills with proven ability to create and follow organized systems that ensure high quality, timely delivery.
  • The role requires international travel, likely multiple times per year.

Preferred skills & qualifications:

  • Strong language skills in Spanish.
  • Experience liaising with the public and private sectors in varying and diverse roles and capacities including in developing countries.
  • Experience in client-facing role with demonstrated excellence navigating complex, multi-stakeholder, global dynamics.
  • Private technology sector experience with familiarity of private sector business models, goals, policies, and global market entry strategies.
  • Experience in business development and proposal writing.

Candidates must be eligible to work in the United States as a U.S Perm Resident or U.S. Citizen.

The salary range for this position is $125,000 - $146,000. The actual salary will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
