Cadmus seeks qualified candidates to support the Department of Homeland Security’s Office of Health Security with program management, strategic planning, program support, preparedness planning, and crisis response. Associates have varied responsibilities including project and task management, leading teams, supporting programs and clients, and conducting a range of analytical, engagement, and other consulting tasks. This role will support the DHS OHS Health, Food & Agriculture Resilience Directorate, which supports preparedness and response efforts for high-consequence events that threaten the health, food, and agriculture sectors. Successful candidates will have relevant expertise and experience in health, food, and agriculture resilience.

 

Please note this position is for a proposal effort and offers will be contingent upon award.

Responsibilities

  • Support policy initiatives and programs related to health, food, and agriculture resilience; develop plans, guidance, and other products.
  • Analyze risks and threats to food and agriculture systems.
  • Develop relevant scenarios and plan and implement preparedness planning activities (e.g., workshops, tabletop exercises).
  • Support stakeholder engagement activities to coordinate health, food, and agriculture initiatives with internal and external stakeholders.
  • Produce documents, reports, analyses, briefings, talking points, and memos on health, food, and agriculture resilience.
  • Analyze qualitative and quantitative data to support policy and resilience initiatives.
  • Support surge needs tied to emerging threats or incidents by providing rapid analysis, stakeholder coordination, and communication products.

Qualifications

  • Bachelor’s degree in relevant field like Public Health, Food Safety, Veterinary/Public Health, Epidemiology, Agriculture, Biosciences; advanced degree preferred.
  • At least five years of relevant experience supporting health security and food and agriculture resilience.
  • Strong stakeholder engagement skills with a track record of coordinating across organizations.
  • Proficiency in relevant software programs such as Microsoft Word, PowerPoint, and Excel.
  • Ability to earn security clearance and/or DHS Suitability – requires U.S. citizenship.
  • Preference given to those with experience in government consulting.
  • Strong research, analysis, communication (written and oral), management, and organizational skills, and attention to detail.
  • Preferred: experience in zoonotic disease or agrodefense risk, food system/supply chain resilience, emergency management doctrine, and DHS/federal interagency coordination.
  • Limited travel may be required.

The expected salary range for this position is $85,000-$135,000. The actual salary will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
