What You’ll Be Doing


As the Deputy Chief of Party (DCOP), Technical, you will serve as a senior leader responsible for shaping and driving the technical vision of the project. Working closely with the Chief of Party, you will oversee the design and implementation of innovative activities that strengthen governance, civil society, peacebuilding, and economic growth.

 

You will provide day-to-day leadership to technical teams, ensuring that program activities are evidence-based, responsive to local needs, and adaptable to a rapidly changing political environment. A core part of your role will be building and maintaining strong partnerships with civil society organizations, pro-democracy actors, and donor partners. You will also act as a bridge between field-level implementation and strategic decision-making, helping ensure technical excellence and coherence across all components of the project.

 

The DCOP will also contribute to high-level engagement and representation, communicate program achievements to external stakeholders, and mentor staff to strengthen local capacity. This is a hands-on role requiring strong leadership, technical expertise, and the ability to manage complex programming in fragile and politically sensitive contexts.

Responsibilities

  • Provide strategic technical leadership and guidance for program activities, ensuring alignment with client requirements and project objectives.
  • Oversee the design, implementation, and monitoring of technical interventions in governance, civil society strengthening, and economic growth.
  • Supervise and mentor technical staff, building capacity and fostering collaboration across teams.
  • Serve as the primary technical point of contact for partners, grantees, and stakeholders, ensuring strong relationships and effective coordination.
  • Represent the project in high-level meetings with counterparts, civil society leaders, and client representatives.
  • Contribute to project reporting, adaptive management, and learning agendas.
  • Support crisis response and emergency programming as needed, leveraging networks for rapid and effective engagement.

Qualifications

  • Master’s degree in International Development, Public Policy, Public Health, Political Science, or a related field from a renowned institution.
  • At least 7 years of progressively responsible experience leading and coordinating donor-funded programs, with 10+ years of overall professional experience in development, governance, peacebuilding, health, and humanitarian response.
  • Proven ability to manage large, diverse teams, including oversight of staff, budgets, and multi-donor programming.
  • Demonstrated experience in governance reform, peacebuilding, civil society strengthening, health systems, and cross-sector programming.
  • Established relationships with government entities, civil society, and donor agencies; demonstrated ability to liaise with a wide array of stakeholders and international partners.
  • Fluency in English and Burmese; proficiency in Mandarin or other ethnic languages preferred.
  • Strong facilitation, negotiation, and relationship-building skills; ability to operate effectively in fragile, politically complex, and crisis environments.
