What You’ll Be Doing
Cadmus is seeking a motivated early-career human resources professional to support strategic workforce transformation efforts for the federal government. In this role, you will work closely with the National Oceanic and Atmospheric Administration’s (NOAA) National Ocean Service (NOS) to modernize its approach to workforce planning, development, and organizational efficiency.
You'll lead initiatives in competency modeling, succession planning, job analysis, and strategic workforce planning, helping NOS align its workforce - including scientific, technical, and administrative roles - with evolving mission needs. Your work will focus on implementing competency-based career models, enhancing performance management, and identifying opportunities for upskilling and professional growth.
By applying both quantitative and qualitative methods, you'll evaluate current workforce structures, recommend improvements, and support NOS in building high-performing teams capable of adapting to change. This role is ideal for a detail-oriented, creative problem-solver with a strong foundation in human capital strategy and a passion for public service. Candidates should be strong writers and communicators, have experience designing and applying competency-based career development models, and be comfortable working under evolving conditions. Strong candidates will bring enthusiasm and excitement to this opportunity and be willing to think outside the box to help MOS achieve its goals.
This is a hybrid position based in Cadmus' Arlington, VA office, with monthly travel to NOAA headquarters in Silver Spring, MD and occasional additional domestic travel.

The minimum starting salary for this position is $70,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
