What You’ll Be Doing

 

The Cadmus Group is seeking a MEL (Monitoring, Evaluation, Learning) Officer for an ongoing global project in international digital development.  

Digital Forward (February 15, 2024 to February 14, 2029) is USAID’s primary mechanism for bolstering digital technology programs and accelerating open, inclusive, secure, and rights-respecting digital ecosystems in alignment with goals presented in the USAID Digital Policy.

 

The MEL Officer will be a member of the Digital Forward team based in Arlington, Virginia. The position is hybrid with the team working form our office two days per week.   In this global role, the MEL Officer will support a growing number (18+) of activities, called buy-ins, under the Digital Forward mechanism in their variety of MEL needs. Current buy-ins include activities in Sub Saharan Africa, Southeast Asia, and Latin America.  Buy-ins range widely in scope but share a common objective of strengthening digital ecosystems aligned with the USAID Digital Policy.  Current buy-ins include those piloting responsible AI, improving cybersecurity, expanding 5G access, and advocating for political frameworks that promote equitable and rights-respecting technological growth.

 

In addition to supporting individual buy-ins, the MEL Officer will coordinate with the MEL Specialist to consolidate learning at the global level, engaging USAID and other global stakeholders in a mechanism-wide CLA approach. 

Approximately 50% of the position is expected to be supporting one buy-in focused on ORAN technology, with the other 50% of time expected to be associated with several other Digital Forward buy-ins.

The MEL Officer will work closely with the MEL Specialist, completing MEL tasks as assigned and in alignment with the Digital Forward Activity MEL Plan. The MEL Officer will report directly to the Digital Forward Deputy Director, with a dotted line of reporting to the Buy-in Manager of the ORAN project.

Responsibilities

  • Oversee data collection processes, ensuring data quality and integrity at the mechanism and buy-in level
  • Adapt and facilitate complexity-aware monitoring (CAM) approaches to assess project performance and outcomes
  • Analyze quantitative and qualitative data to assess project impact and effectiveness
  • Collaborate on regular reports on project performance and impact for internal stakeholders and donors
  • Present findings and recommendations to inform adaptive management
  • Promote and implement collaboration, learning and adapting (CLA) activities across all buy-ins to ensure MEL translates into more efficient and impactful programming
  • Assist in creation of a learning agenda, and oversee research inquiries to answer learning questions

Qualifications

  • Bachelor's Degree (with 5-7 years of experience) or Master’s degree in international development, project management, statistics, economics or another related field
  • Minimum of 4 years of progressively responsible experience conducting MEL for international development projects
  • Experience applying qualitative and quantitative research methods to data collected in low or middle-income countries
  • Experience collating, cleaning and analyzing data using software e.g. (R, SAS, Stata, SPSS, Excel)
  • Experience facilitating MEL related trainings or workshops
  • Strong interpersonal and oral communication and presentation skills in a cross-cultural setting
  • Experience collecting data in low or middle-income countries highly desirable
  • Experience applying the USAID CLA Toolkit highly desirable
  • Familiarity with complexity aware monitoring (CAM) approaches highly desirable

Candidates must be eligible to work in the United States as a U.S Perm Resident or U.S. Citizen.

The minimum starting salary for this position is $85,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
