What You’ll Be Doing

 

Cadmus is actively seeking a Technical Director to provide technical leadership and engagement across Cadmus’ growing cybersecurity portfolio. This will include providing technical insights and high-quality technical leadership on cybersecurity issues by undertaking applied policy analysis, developing policies, strategies, and tools, and providing policy and implementation advice to clients. This position will also support Cadmus’ International Development Division through business development.

Responsibilities

·       Provide technical direction and thought leadership to develop and implement strategic plans to enhance cybersecurity capacity in USAID partner countries, aligned with USAID Digital Policy and partner country goals

·       Work with local governments, private sector, CSOs and USAID to design and manage cybersecurity programs or workstreams that address local needs, focusing on preparedness, resilience, and incident response capabilities

·       Lead the development and implementation of cybersecurity policies, procedures, and standards in collaboration with partner organizations

·       Assess and improve the cybersecurity posture of partner countries by conducting risk assessments, vulnerability assessments, and penetration testing

·       Design and deliver training programs to build cybersecurity skills among government officials, IT staff, and other stakeholders in partner countries

·       Develop curricula for cybersecurity training tailored to different levels of expertise, from basic awareness to advanced technical skills

·       Strengthen national and regional incident response capabilities, including the development of Computer Security Incident Response Teams (CSIRTs), CERTs, and SOCs)

·       Drive business development efforts on cybersecurity efforts, including leading technical proposals where needed

·       Work with technical partners across digital thematic areas (e.g., digital infrastructure, digital trade, e-government, workforce development, FS, energy and climate projects)

·       Contribute to providing thought leadership to Cadmus' teams on up-to-date innovations and trends in the cybersecurity sector (including thought leadership, hosting events, and publishing reports and blogs)

·       Engage with high priority stakeholders in government and private and development sectors to keep up to date with the emerging challenges and requirements across the globe; explore potential for partnerships; and advocate and influence international cybersecurity frameworks

·       Supervise and mentor project managers, technical staff as well as Chiefs of Party and field staff where needed

 

Qualifications

·       Advanced degree in public policy or administration, international relations, political science, information and communication technology, computer science, or other relevant technical area

·       At least 10 years of technical and project management work experience in cybersecurity and other digital issues [digital financial services/fintech, digital economy, digital trade, digital inclusion, emerging technologies (5G, artificial intelligence/machine learning, cloud computing)] on USAID- and other donor-funded projects/activities

·       Professional certifications such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Ethical Hacker (CEH), or GIAC Security Essentials (GSEC) are strongly preferred

·       Strong analytical and communication capabilities

·       Excellent written and spoken English

·       Commitment to ethical cybersecurity practices, with a focus on privacy, human rights, and the responsible use of technology

·       Demonstrated ability to work in complex environments, work across varying cultures, and manage diverse teams to deliver impact within agreed timelines

Candidates must be eligible to work in the United States as a U.S Permanent Resident or U.S. Citizen.

The minimum starting salary for this position is $143,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
