What You’ll Be Doing

 

Cadmus is seeking a full-time Monitoring, Evaluation and Learning (MEL) Specialist to provide MEL expertise to a portfolio of USAID and other donor-funded projects within the International Development Division. The MEL Specialist will serve as the lead M&E expert and will work across all Lines of Business within IDD, leading technical teams in the design and implementation of MEL activities. The MEL Specialist will also contribute to business development efforts.

Responsibilities

  • Develop and manage the division’s Monitoring, Evaluation, and Learning (MEL) strategy, including the learning agenda, and design and implementation of the MEL processes
  • Provide MEL technical and management expertise to IDD international and domestic projects
  • Design and develop high-quality Activity MEL Plans (AMELPs) and Quality Assurance Surveillance Plans (QASPs) for IDD projects, which includes developing indicators, indicator tracking systems, setting targets, developing data collection instruments and protocols, data management, and data quality assurance to measure project results and achievement of objectives
  • In collaboration with project teams, oversee the implementation of IDD projects AMELPs and the reporting on project indicators and targets, regularly reviewing data collection processes, performing data quality assessments, and making adjustments as needed
  • Support project performance monitoring and assessment activities to capture necessary data for reporting on program results
  • Lead the analysis and reporting of data, integrating feedback and adjustments into project planning and implementation. Design appropriate feedback mechanisms to assess project approaches’ effectiveness
  • Build capacity of field project MEL teams, government stakeholders, and local partners/grantees in monitoring and evaluation activities, providing ongoing supervision and technical assistance to ensure high-quality data collection and analysis
  • Conduct visits to field projects to provide MEL technical assistance and ensure proper monitoring of project activities
  • Communicate MEL findings and learning to project staff, clients, and partners through presentations and briefings. Contribute to high-quality technical reports and other technical deliverables that meet client requirements
  • Work with senior management and project staff to apply project learnings and adapt project activities as needed
  • Responsible for Environment Social Governance (ESG) and other corporate reporting for the IDD
  • Collaborate with IDD UK MEL team on various UK programs
  • Support IDD business development efforts by providing technical inputs to proposals, preparing and reviewing Activity MEL Plans, developing results frameworks, and other MEL/CLA related documentation during the proposal stage

Qualifications

Minimum Qualifications:

  • Bachelor’s Degree with 10-12 years’ of relevant work experience; Master’s Degree with 8-10 years' of relevant work experience; or Ph.D. with 5-7 years' of relevant work experience
  • Demonstrated experience in leading division-level MEL activities on USAID-funded international projects
  • Profound understanding of USAID, US Government rules and regulations pertaining to MEL
  • Proficiency in various MEL methodologies, encompassing qualitative, quantitative, mixed methods, as well as expertise in data collection, management, and analysis
  • Track record of providing mentorship and guidance to MEL field staff
  • Strong interpersonal, analytical, verbal, and written communication skills
  • Outstanding organizational skills, adept time management, and keen attention to detail

Preferred Qualification:

  • Experience with projects in any of the following programmatic areas: trade, investment, economic development, private sector development, economic policy and governance, environment, energy, and climate, is a plus

The minimum starting salary for this position is $114,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
