Our Homeland Security Sector seeks candidates to support its Public Health business area at the Office of Health Affairs (OHA). The OHA experts guide DHS leaders on medical and public health issues connected to national security. OHA teams build relationships between DHS, public health, and first responder communities nationwide to ensure agencies can work together in a crisis.  In furtherance of these missions, OHA produces a variety of written materials for internal and external audiences that would benefit from editorial content and presentation improvements.  

 

Note: This position will be located on a client site. Finalists must be able to pass a DHS Suitability check.

Responsibilities

  • Provide writing and other editorial services to OHA for various materials for internal and external audiences, such as concepts of operations, exercise materials, web content, training briefings and publications, reports, standard operating procedures, and other documents that will benefit from professional editorial input.
  • Evaluate and organize accounting, acquisition, and budgeting information for multiple program areas into a common, easy to use system. Establish a system for transactions (tracking, filing, and reporting) and train staff to the system.
  • Applies appropriate public health methodologies to support a federal client with data collection, validation, utilization, and visualization via multiple platforms.
  • Develop training and education for healthcare providers and first responders.
  • Support the implementation of a variety of programs that engage federal, state and local first responders.
  • Establish pre-, during, and post-economic analyses of program metrics.
  • Develop reporting mechanisms for exchanging information between DHS and participating states to evaluate program indicators.

Qualifications

  • A Masters of Arts or Science is required.
  • Candidates must have 10 years’ experience performing management analysis including at least 8 years of specialized management analysis experience in areas such as business process reengineering, configuration management, quality control/assurance, organizational performance assessments, mission analysis, and strategic planning.
  • Experience working in an unconventional environment independently/without established processes with a willingness to seek guidance but able to function without it.
  • Ability to communicate complex information in a straightforward, concise manner and have strong writing skills.
  • Experience in Emergency Medical Services, Law Enforcement, Fire Services, or Emergency Management is preferred.
  • Must be able to independently synthesize raw data – in the form of data collection instruments (for example, quantitative and semi-quantitative questionnaires), meeting notes, operational or exercise reports – into comprehensive summary documents.
  • Ability to communicate complex information in a straightforward, concise manner.
  • Proficiency in MS Office applications.
