Our Homeland Security Sector seeks candidates to support upcoming full-scale, functional, and tabletop exercise projects for its homeland security clients, partners, and stakeholders. Successful candidates will support the design, control, execution, and evaluation of relevant homeland security exercise programs. 


Associates manage a variety of project-level tasks as part of a project team (in many cases as the project lead), and are responsible for managing project costs and deliverables. Associates frequently contribute to both business development and direct client-support efforts. Some domestic travel is likely required for this position.


  • Demonstrate an understanding of emergency management principles and/or operations

  • Supervise tasks that require an understanding of Homeland Security Exercise and Evaluation Program (HSEEP) exercises

  • Provide supervisory support to analyst staff, maintain project plans, and adhere to project schedules

  • Ability to coordinate complex projects, maintain client relationships, and oversee stakeholder communication

  • Supervise the production of analytical assessments, memoranda, briefings, and presentations

  • Ability to facilitate client workshops and meetings


Required Qualifications:

  • Minimum of seven (7) years of demonstrated professional experience in emergency management (Master’s Degree may be substituted for 3 years of experience)
  • Demonstrated experience with HSEEP exercises
  • Demonstrated progressive responsibility in program and personnel management duties
  • Willingness to be subjected to a security investigation and, if required, the ability to meet the eligibility requirements needed to gain access to classified information

Required Skills:

  • Understand technical knowledge in emergency management and/or FEMA
  • Knowledge of HSEEP and exercises
  • Outstanding research, analysis, and communication (oral and written) skills
  • Proficiency in relevant software programs including Word, PowerPoint, and Excel
  • Provide administrative management that promotes professional development for staff while supporting Cadmus’s human capital standards
  • Demonstrate successful task prioritization and management skills
  • Demonstrate professionalism and sound judgment in interactions with clients and colleagues
